The Rev. Dr. Fennie Hsin-Fen Chang is originally from Taiwan. She received her Doctor of Philosophy (Ph.D.) in education from the University of Toronto, Canada, and has ten years' teaching experience in college. In 2007, with a strong calling from God, she began her theological studies in the seminary. In 2012, she was ordained as a priest in the Episcopal Church, and served as the Episcopal Campus Minister at UC-Irvine for six years. She has been the vicar at St. Thomas’ Episcopal Church, Hacienda Heights, since August 2017.

張信芬牧師來自台灣，有十年以上的大學教學經驗，之後取得加拿大多倫多大學教育學院哲學博士。2007年，因蒙神呼召而開始接受神學裝備；2012年，正式按立為聖公會牧師，曾經擔任加州大學爾灣分校的聖公會校牧達六年之久。從2017年八月開始擔任哈崗聖公會聖多馬堂堂牧至今。
